Question : APPOINTMENT ON COMPASSIONATE GROUNDS



(a) the number of applications for appointment on compassionate grounds are pending with the Southern Naval Command, Kochi;

(b) since when these applications are pending with Southern Naval Command;

(c) the reasons for not giving appointment in each case; and

(d) the guidelines issued by the Government regarding appointment on compassionate grounds in the Defence departments?

(a) & (b): There are 87 applications pending as follows:-

(c) Due to non-availability of vacancies earmarked for such appointments.

(d) The guidelines issued by the Department of Personnel & Training for appointment on compassionate grounds are followed by the Ministry of Defence. Compassionate appointments can be made only to 5% of the direct recruitment vacancies in Group `C` & `D` posts. Further, in terms of their recent instructions, all Ministries/Departments are permitted to fill only 1/3rd of the available direct recruitment vacancies in a year, further subject to 1% of the sanctioned strength of that department under the Annual Recruitment Plan. This has resulted in limited availability of vacancies for compassionate appointments.
