ANSWER
THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING
(SHRI PARSHOTTAM RUPALA)
(a) Madhya Pradesh State Cooperative Dairy Federation (MPCDF) has informed the following measures for welfare were taken up during last three years for the milk producers in the State:
(i) Organized 484 new dairy Cooperatives and benefitted 35,215 new milk producing farmers.
(ii) Initiated steps for functional dairy cooperative societies to operate cashless and conduct daily milk trade through on-line processes.
(iii) Modernized and automation of dairy cooperatives through installation of 754 Automatic Milk Collection Units, 123 Electronic Milk Adulteration Testing machines and strengthening 4 laboratories at village level.
(iv) Supply of quality cattle feed under SUDANA brand to milk producer-members of dairy cooperatives through cattle feed plants
Besides above, the regional cooperative milk unions are implementing following schemes from their own resources in respective milk shed jurisdiction benefitting their enrolled milk producer-members. These schemes have benefitted as under:
(i) Cattle insurance scheme extended benefit to about 12,326 members.
(ii) Farmer Orientation Program benefitted about 375 members of DCSs
(iii) Sanchi Dugdha Utpadak Chikitsa Sahayta Yojana benefitted 695 members with Rs. 80.87 lakhs
(iv) Meritorious Students Awards Scheme for milk producer family members benefitting 272 students with Rs 2.72 lakhs
(v) Fodder seed distribution scheme led to distributing 16,482 Kgs seed to members
(b) Supplementing the efforts of the States and Union Territories, Department of Animal Husbandry & Dairying, Government of India is implementing following schemes for the economic development of farmers, cattle rearers across the country including Madhya Pradesh :
(i) Rashtriya Gokul Mission
(ii) National Programme for Dairy Development
(iii) Dairy Processing and Infrastructure Development Fund
(iv) Supporting Dairy Cooperatives and Farmer Producer Organizations engaged in dairy activities
(v) Livestock Health & Disease Control Programme
(vi) National Livestock Mission
(vii) Animal Husbandry Infrastructure Development Fund
In addition, MPCDF has also taken following steps/measures in the State to promote infrastructure development and management under dairy sector:
(i) Creating of additional milk chilling facility of 60,500 liters through installation of 51 Bulk milk coolers under National Programme for Dairy Development (NPDD) and Rashtriya Krishi Vikas Yojana (RKVY) schemes.
(ii) Creation of State level Quality Assurance Laboratory at Bhopal with modern testing equipment and tools under NPDD scheme.
(iii) Kisan Credit Cards sanctioned to about 4000 milk producers
(iv) Expansion of milk processing capacity of lndore Dairy Plant from 2.60 lakh litres per day to 4.00 lakh litres per day (LLPD)
(v) Expansion of milk processing capacity of new Dairy Plant at Sagar from 20 thousand litres per day (TLPD) to 100 TLPD capacity through National Dairy Development Board
(vi) Establishment of new milk processing plant of 20 TLPD capacity at Rewa.
(vii) Establishment of new milk processing plant of 40 TLPD capacity at Sendhwa (Badwani district) under Tribal Women Dairy Development Project.
(viii) Establishment of new milk processing plant and packaging station of 20 TLPD capacity at Shivpuri.
(ix) Implementation of sanctioned projects under RKVY for Rs.32.90 cr, NPDD projects amounting Rs 25.16 crore for creation of infra development in the dairy sector in the last 3 years.
(c). Details of steps taken to increase the export of animal and dairy products are as following:
(i) Organizing inspections of meat plant registered with Agricultural and Processed Food Products Export Development Authority (APEDA) for export through the delegation from importing countries.
(ii) Taking market access, sanitary and phytosanitary measures (SPS) and technical barriers to trade (TBT) related issues with the respective countries in order to gain better market access.
(iii) APEDA also provides financial assistance to its registered exporters through its Financial Assistance Scheme (FAS) under the following components:
a) Development of Export Infrastructure
b) Quality Development
c) Market Development
Besides above, Government of India is providing export incentive namely, Remissions of Duties and Taxes on Exported Products (RoDTEP) with an aim to boost exports. Under the scheme, a rebate is granted to eligible exporters at a notified rate as a percentage of FOB value. For dairy commodities, it is notified at 0.5% of the FOB value.
Department of Commerce has also introduced Transport and Marketing Assistance (TMA) for dairy products. It provides assistance for the international component of freight, to mitigate the disadvantage of higher freight costs faced by the Indian exporters.
Department of Animal Husbandry & Dairying, Government of India is implementing Central Sector and Centrally Sponsored schemes across the country for the economic development of farmers, cattle rearers as elaborated at para (b) above.
