Question : Assistance to Countries

Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) whether the Government has provided financial and other type of assistance to other countries;

(b) if so, the details thereof during the last three years and the current year;

(c) whether any directives were issued or conditions laid for spending the above financial assistance; and

(d) if so, the details thereof?

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS
[GEN. (DR) V. K. SINGH (RETD)]

(a) & (b) The list of the projects (ongoing and completed) undertaken by Development Partnership Administration (DPA) in other countries for the past 3 years (ending March 2016) along with the expenditure incurred on each project is given in the enclosed statement (Annexure). During the current financial year, no assistance has been provided to the partner countries so far.

(c) & (d) The areas of development partnership are driven by the priorities of the partner country. The main areas of development partnership undertaken with partner countries have been in the sectors of infrastructure, connectivity, power, healthcare, agriculture, Information Technology and capacity building. The assistance for these sectors are being provided in kind, and not in cash, through competitive bidding process. The financial assistance for the projects requested by the partner countries are being provided as per the conditions laid down in the tender document framed under the General Financial Rules of Government of India.
