(a) Ministry of Housing & Urban Affairs has been implementing Deendayal Antyodaya Yojana-National Urban Livelihoods Mission(DAY-NULM) to reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, resulting in sustained improvement in their livelihoods, through building strong grassroots level institutions of the poor. The mission also aims at providing shelters equipped with essential services to the urban homeless. In addition, the Mission addresses livelihood concerns of the urban street vendors by facilitating access to suitable spaces, institutional credit, social security and skills to the urban street vendors.
(b) & (c) The physical targets and achievements under the DAY-NULM during the last three years, are at Annexure - I. Financial allocation and funds released under DAY-NULM are at Annexure - II.
(d) Under EST&P component of DAY-NULM, wage employment as well as self-employment are encouraged after skill training. Out of the requirement of 70% placement of successfully trained candidates, self-employment is permitted to the extent of 20% normally and can be increased depending on local conditions. The Ministry of Skill Development & Entrepreneurship (MoSDE) has been established to enhance skilling programme and to coordinate skilling activities across Ministries. MoSDE has taken various initiatives for skill development in the country. Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2016-20 is being implemented by National Skill Development Corporation (NSDC) with the objective to enable a large number of Indian youth to take up industry-relevant short term fresh skill training that will help them in securing a better livelihood through wage employment as well as self employment.
(e) The guidelines of DAY-NULM provide for engagement of one Community Organizer per 3,000 urban poor families.
