Question : Dealership of Petrol Pumps


(a) the details of the procedure and criteria set by the Government for dealership of a petrol pump;

(b) whether the allocation of a petrol pump is based on the population in the area and if so, the details thereof;

(c) whether the Government has received complaints regarding corruption in allocation of petrol pumps;

(d) if so, the details thereof and the action taken by the Government in this regard;

(e) whether many areas in the country still do not have petrol pumps as per requirement and people of the area have to travel long distance for diesel and petrol and if so, the details thereof; and

(f) the details of operational/to be operational petrol pumps in the country at present, State-wise?

(a) to (f) Retail Outlets (ROs) are set up by Public Sector Oil Marketing Companies (OMCs) at identified locations based on field survey and feasibility studies. Locations having sufficient potential and which are economically viable are rostered in the Marketing Plans for setting up ROs.

With an aim of maximizing transparency and minimizing the chances of corruption, Public Sector Oil Marketing Companies (OMCs) have implemented new “Dealership Selection Guidelines” for Retail Outlets (ROs) w.e.f. 24.11.2018. Selection of RO dealer is done through public advertisement released by Public Sector OMCs followed by online process of draw of lots from eligible applicants maintaining full transparency and minimum human interference. The applications so received against the advertisement are processed in line with laid down procedures. Complaints received with regard to corruption in allocation of petrol pumps against officials of Public Sector OMCs, if any, are investigated and if found established suitable action is taken against concerned as per policy of the Public Sector OMCs.

As on 1.3.2022, there are 82176 ROs operational by both Public and private sector across the length & breadth of the country. Expansion of ROs sales network by Public Sector OMCs throughout the country is a continuous process to ensure adequate availability of fuels like petrol and diesel. State-wise number of PSU OMCs’ petrol pumps operational in the country as on 1.3.2022 is given at Annexure.
