Question : Ragging in Colleges

(a) whether despite all efforts of the Government, complaints in regard to ragging are
still being received from schools and colleges;
(b) if so, the details thereof including the number of complaints registered on the Antiragging
helpline during the last three years and the current year, State/UT-wise
including Maharashtra;
(c) the action taken by the Government against the schools and colleges from where
complaints in regard to ragging have been received and the details of such colleges
during the said period; and
(d) the action taken by the Government against the students found involved in ragging,
the details thereof, college and school-wise, State/UT-wise?

(a) & (b): Complaints regarding ragging are received from schools and colleges. The
number of ragging complaints, year-wise and State-wise, are at Annexures I & II. Due to
the extensive efforts taken to curb the menace of ragging, the number of ragging
complaints has come down.
(c) & (d): The University Grants Commission (UGC) has taken extensive campaign to
sensitize the higher educational institutions, parents and students on the measures
available for preventing and prohibiting ragging. The University Grants Commission has
instructed higher educational institutions to take all necessary and required measures,
including but not limited to the provisions of its regulations for curbing the menace of
ragging, to achieve the objective of eliminating ragging, within the institution or outside.
A nationwide toll free ‘Anti-ragging helpline” at 1800-180-5522 in 12 languages has
been established. It is mandatory for all institutions to incorporate in their prospectus
the directions of the Government regarding prohibition and consequences of ragging.
The UGC reminds all universities every year before the start of academic session
through public notice, website and letters to ensure strict compliance of anti-ragging
measures. It is mandatory for all students/parents to submit anti-ragging undertaking at
the time of admission. The anti-ragging efforts are intensively monitored by an Anti-
Ragging Committee at the national level and reviewed by the UGC through inter-council
and coordination meetings. Details of the action taken against the complaints are

The Central Board of Secondary Education (CBSE) has informed that whenever
the Board receives any complaint of ragging in a school affiliated to it, the Board takes
action as per the Affiliation Bye-laws and existing guidelines which are available at
www.cbseaff.nic.in and www.cbse.nic.in, respectively. These cases are pursued with
the schools concerned for resolution and action.
