(a) No study has been conducted so far regarding comprehensive and in-depth assessment of the impact of Bharat Rural Livelihoods Foundation (BRLF).

(b): Does not arise in view of reply to part (a) above.

(c) to (d) Ministry of Rural Development has been given the mandate for undertaking interventions for integrated and sustainable rural development for transforming livelihoods and lives or rural households. With the main focus on skilling of rural youth, increasing livelihood opportunities, empowering rural women and expanding livelihood opportunities, providing social safety net and infrastructure development, Ministry of Rural Development (MoRD) plays a pivotal role in the welfare and development of rural citizens. MoRD is implementing various Rural Development programmes for achieving its mandate like the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Deendayal Anttyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM), Pradhan Mantri Gram Sadak Yojana (PMGSY), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), Pradhan Mantri Awaas Yojana - Gramin (PMAY-G) etc.The details are underneath:-

(1) Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) is a demand driven wage employment programme which provides for the enhancement of livelihood security of the households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in every financial year to every household, whose adult members volunteer to do unskilled manual work. Under Mahatma Gandhi NREGS, individual assets can be created on the own lands in which such households can also work and will be entitled to get wages also as per the notified wage rate of the States/UTs. The works that are permissible for such farmers on their own land are: land development, farm pond, dug wells, other water harvesting structures, horticulture, sericulture, plantation, farm forestry, PMAY (G) houses (unskilled wage component of 90-95 days), cattle shed, goat shed, poultry shed, piggery shed, fodder trough, fish drying yards etc.

State/UT-wise details of households, which availed employment under the Mahatma Gandhi NREGS during the financial years 2018-19, 2019-20 and 2020-21 are given at Annexure- I. State-wise individual land works completed under Mahatma Gandhi NREGs during the financial years 2018-19, 2019-20 and 2020-21 are given at Annexure- II.

(2) The Deendayal Antyodaya Yojana –National Rural Livelihoods Mission (DAY-NRLM) aims at alleviation of poverty of the rural poor households by organising at least one woman from each household into their own instituions -the Self Help Groups (SHGs) and their federations and support them in their financial inclusion and in taking up multiple livelihoods for income enhancement. So far, over 8.17 crore rural women have been organised into over 74.3 lakh SHGs all across the country. State-wise details of Households mobilised and SHGs formed in the last three years 2018-19 to 2021-22 is given at Annexure III.

DAY-NRLM is implementing several Farm and Non-Farm based livelihood interventions among the SHG women''s households. The details of livelihood strategies adopted under DAY-NRLM, which are transforming the lives of rural poor are as under:-

i. Sustainable Agro-Ecological Practices: Major thrust is given on promotion of Agro-Ecological Practices with Mahila Kisans, they are encouraged to learn and adopt improved agri-practices that integrate natural, regenerative processes; minimize non-renewable inputs and encourages biodiversity.

These practices are enabling the Mahila Kisans to reduce the cost of cultivation, productivity enhancement, subsequently increased access to safe food. So far, more than 1.60 crore Mahila Kisans have been identified and trained, out of which 95.60 lakh have been trained during the last 3 years. State-wise details of Mahila Kisans Ttrained in the last three years is attached at Annexure IV.

ii. Producer Groups (PGs) and Producer Enterprises (PE): DAY-NRLM is promoting producers’ collectives with the primary producers, for livelihoods promotion through deriving economies of scale, backward and forward linkages, and access to information, credit, technology, markets etc. The Livelihoods collectives enable the poor to optimize their limited resources. So far, 183 PEs and nearly 1.22 lakh PGs have been promoted through DAY-NRLM covering 3.86 lakh members in the PEs and 14.84 lakh members in the PGs respectively.

iii. Start-up Village Entrepreneurship Programme (SVEP): The sub-scheme under the Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM) programme supports the Self-Help Group (SHG) and their family members to set-up small enterprises in the non-farm sector. 1.92 lakh enterprises have been formed under SVEP till date. State wise details of the enterprises created under SVEP in the last three years is attached as Annexure V.

(3) The Government of India launched the Pradhan Mantri Gram Sadak Yojana (PMGSY) to assist the states, through "Rural Roads". The primary objective of the PMGSY is to provide connectivity, by way of an all weather road to eligible unconnected habitations in rural areas. The roads have been observed to increase access to market and livelihood opportunities, health and education facilities.The IIM- Ahmadabad, in its study, concluded that construction of PMGSY road is able to bring about socio- economic change in the life of the poor at par with the other sections of society and sometimes even more than that. The details of works sanctioned and completed under various interventions/verticals of PMGSY during the last three year is given at Annexure-VI.

(4) MoRD is implementing the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) to provide assistance to eligible rural households for having pucca houses with basic amenities.

Further, as per the Framework For Implementation of PMAY-G, in addition to the construction of Houses, benefits under convergence with other schemes of Government of India such as construction of toilet in convergence with Swachh Bharat Mission Gramin, provision of 90/95 days in convergence with MGNREGS, access to safe drinking water in convergence with National Rural Drinking Water Plan (NRDWP), providing electricity connection in convergence with DDUGKY, LPG connection in convergence with Pradhan Mantri Ujjwala Yojana etc. are also provided to the beneficiaries.

The details of mandays generated under PMAY-G in convergence with MGNREGA during the last three year''s State/UT wise are given at Annexure-VII.
