Question : ALLOCATION OF FUNDS TO DRDAS



(a) the criteria laid down for allocation of funds to District Rural Development Agencies (DRDAs) under the Rural Development and Poverty Alleviation Schemes;

(b) whether there is uniformity in the allocation of funds to them;

(c) if so, the details thereof and if not, the reasons therefor;

(d) whether the Government proposes to bring some changes in criteria for allocation of funds to DRDAs; and

(e) if so, the details thereof?

(a) to (e) : A Statement is laid on the Table of the House.

Statement referred in reply to Lok Sabha Starred Question No.319 for reply on 24.7.2009.

(a)to(c): The criteria for allocation of Central funds under the rural development and poverty alleviation schemes to District Rural Development Agencies (DRDA) varies from scheme to scheme. Under Swarnjayanti Gram Swarozgar Yojana (SGSY), the allocation is made on the basis of the Below Poverty Line (BPL) families in the district. Under Indira Awaas Yojana (IAY), the allocation is made by assigning 75% weightage to housing shortage and 25% weightage to rural Scheduled Caste (SC) and Scheduled Tribe (ST) population of the concerned districts. Under programme of District Rural Development Agencies (DRDA) Administration allocation is made on the basis of numbers of blocks in the district. For National Rural Employment Guarantee Act (NREGA), the funds are released to DRDAs based on the financial proposals received from State Governments. The criteria for allocations to DRDAs is not uniform and varies from scheme to scheme.
