STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. *367 DUE FOR REPLY ON 12.12.2016 BY SHRI RAMSINH RATHWA: SHRI ARVIND SAWANT: REGARDING EMPLOYMENT EXCHANGES
(a): As per information received from the States, at present 978 employment exchanges are functioning in the country. The State-wise details are given at Annex-I.
(b) & (c): As per information received from States, the number of job seekers, all of whom may not necessarily be unemployed, registered with employment exchanges in the country and placement made through these employment exchanges and the State-wise details of registrations and placements during the last few years are given at Annex-II and III.
(d): The Employment Exchanges (Compulsory Notification of Vacancies) Act provides for all establishments in the Public Sector and non-agriculture establishments in Private Sector where 25 or more workers are employed to work for remuneration, that before filling up any vacancy (with certain exemptions) in any employment in that establishment, they notify the vacancy to such Employment Exchange prescribed by the respective State Government/Union Territory. The enforcement of the provisions of the Act is the responsibility of the respective State Government. The Act does not provide for any employer to source this manpower requirement from the list provided by Employment Exchange.
(e): The Ministry is implementing the National Career Service (NCS) Project for transformation of the National Employment Service to provide a variety of employment related services like job matching, career counselling, vocational guidance, information on skill development courses, etc. These services are available online on the National Career Service Portal (www.ncs.gov.in) and supported by Call Centre/Helpdesk. The services under NCS are accessible from multiple delivery channels like NCS Portal, Employment Exchanges (Career Centres), Common Service Centre etc. The NCS Project also involves setting up of Model Career Centres (MCCs) in collaboration with States and other institutions to deliver employment services during the 12th Five Year Plan. Approval for these MCCs has been accorded. The Government provides part financial assistance to these centers based on the proposals received from states and scheme guidelines. The State/UTs wise details of these Centres located in employment exchanges are at Annex-IV.
