Question : Tap Water to Every Household

(a) whether the Government proposes for any scheme to provide tap water in every household;
(b) if so, whether the Government has prepared any guidelines for the same and if so, the details thereof; and
(c) whether 256 most affected districts facing acute shortage of water have been identified for implementation of the scheme and if so, the norms thereof and the time by which this scheme is likely to be implemented in the remaining districts of the country?

(a) & (b) As announced in the Union Budget Speech 2019-20, it has been envisaged to ensure HarGhar Jal (piped water supply) to all rural households by 2024 under the Jal Jeevan Mission. This Programme will focus on integrated demand and supply side management of water at the local level, including creation of local infrastructure for source sustainability like rainwater harvesting, groundwater recharge and management of household wastewater for reuse in agriculture.

(c) Ministry of Jal Shakti has launched Jal Shakti Abhiyan (JSA), which is a time-bound, mission-mode water conservation campaign. Under Jal Shakti Abhiyan (JSA), Government has deputed a team led by Additional Secretary/ Joint Secretary Level officer posted n Government of India as Central Nodal Officer (CNOs) and consisting of DS/Director level officer and Technical officer to each of the identified 256 water stressed districts, who will coordinate the implementation, review progress and provide feedback on five interventions namely (i) water conservation and rainwater harvesting, (ii) renovation of traditional and other water bodies/tanks, (iii) reuse and bore well recharge structures, (iv) watershed development, and (v) intensive afforestation.
