Question : Institutions of National Importance

(a) the details of Institutions of National Importance which have been established under the Ministry of Home Affairs;

(b) whether there is any overlapping charter between them and if so, the details thereof along with the budgetary allocation to the institutions during the last three years;

(c) whether the statutes of the institutions been approved and if so, the details thereof and if not, the reasons therefor;

(d) whether these institutions affiliated to UGC or AICTE or have obtained ranking under NACC or NIRF and if so, the details thereof along with the ranking and if not, the reasons therefor; and

(e) whether all employees of the institutions are under 7CPC salary structure is so, the details threof and if not, the reasons therefor?

(a)The Government has established the Rashtriya Raksha University (RRU) through the Rashtriya Raksha University Act, 2020 (31 of 2020) and the National Forensic Sciences University (NFSU) through the National Forensic Sciences University Act, 2020 (Act No. 32 of 2020) under the Ministry of Home Affairs as institutions of National importance.

(b) No, sir.
Year-wise budgetary allocation to RRU and NFSU, after they were established in October 2020, is as below:

Note: NFSU did not require central grant in the year 2020-21
(c) Yes, sir, First Statutes of these institutions have been approved, notified in the Gazette of India and tabled in both Houses of the Parliament.
(d) RRU and NFSU have been established through Acts of Parliament.
(e) The 7th Central Pay Commission salary structure has been made applicable for all the regular employees in both the Universities.
