Question : Fake Ration Cards

(a) whether fake ration cards are still in use in the country and BPL cards have been issued to several ineligible persons which is causing loss of revenue to the Government due to several anomalies in the public distribution system;
(b) if so, the reaction of the Government thereto;
(c) the number of fake ration cards seized by the Government during the last three years and the current year and the number of ineligible persons found to have been issued BPL cards, State-wise;
(d) the source behind the distribution of the said fake ration cards and BPL cards issued to the ineligible persons including the reasons for failure on the part of the Government to get at the root of the problem; and
(e) the reaction of the Government thereto?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (e) OF THE STARRED QUESTION NO. *30 DUE FOR ANSWER ON 05.02.2019 IN THE LOK SABHA REGARDING
(a) to(e): As per Targeted Public Distribution System (Control) Order, 2015, State/UT Governments are required to review the lists of beneficiaries every year for the purpose of deletion of ineligible families and inclusion of eligible families. State/UT Governments have been requested from time to time to carry out drives for reviewing the list of beneficiaries under TPDS.
By November 2016, all State/UT Governments adopted the National Food Security Act, 2013 (NFSA). Under NFSA, the coverage of beneficiaries has been de-linked from the poverty estimates. As such, no BPL cards are issued under NFSA.
Government is also implementing a scheme on End-to-End Computerization of TPDS Operations in collaboration with all State/UT Governments. As part of the scheme, all 23 Crore (approx.) ration cards data across the country has been digitized. Further, for targeted delivery, Aadhaar numbers of beneficiaries are seeded with their ration cards for authentication. So far about 86% ration cards are seeded with Aadhaar number at the National level.
Due to the technology led reforms, State/UT Governments are able to detect and delete ineligible/fake/duplicate ration cards as also delete beneficiaries due to migration/death and change in economic status of household, etc. A total of 1.99 Crore ration cards have been deleted since the year 2015 to 2018. State-wise statement regarding the same is annexed.
