Question : Commercial Activities in DDA Flats

(a) whether commercial activities are allowed in Delhi Development Authority (DDA) residential flats;

(b) if so, the criteria in this regard and if not, whether the Government is aware of the commercial activities going on in DDA residential flats;

(c) the number of cases in this regard which have come to light till date; and

(d) the measures/actions taken in this regard by the Government to check the said activities?

(a) & (b): Delhi Development Authority (DDA) has informed that commercial activities are not allowed in DDA’s residential flats. However, as per Master Plan of Delhi (MPD) – 2021, in chapter 15: Mixed Use Regulations under Para 15.4, following is stipulated:
‘In Group Housing : Only professional activity and small shops in terms of para 15.6.3 of MPD-2021 shall be permissible. Retail shops specifically provided for in the lay out plan of group housing would be permissible. However, the entire ground floor of DDA flats on mixed use/commercial use area/stretches/roads is allowed for mixed use/commercial use as notified vide S.O. 2034(E) dated 12.08.2008. Whereas with effect from 25.09.2013 only one retail shop of maximum size of 20 square meters is permitted and rest of the area may be used for professional activity.’

Delhi Development Authority (DDA) has informed that some incidents of commercial activities have been reported from time to time.

(c) & (d): DDA has informed that 125 cases of commercial activity in DDA flats in areas under its jurisdiction have been reported recently. On the basis of preliminary verification, show cause notices have been issued in 42 cases to stop the commercial activities. Special Task Force under chairmanship of Vice Chairman, DDA and Municipal Corporations take prompt action to stop the commercial activities.
