STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF UNSTARRED QUESTION NO.5574 BY SHRI SANJAY JADHAV, SHRI VINAYAK RAUT AND SHRIMATI BHAVANA PUNDALIKRAO GAWALI TO BE ANSWERED IN LOK SABHA ON 06.04.2022 REGARDING MODERNISATION OF RAILWAY STATIONS IN MAHARASHTRA
(a) Presently, Railway stations are upgraded/modernized under Adarsh Station Scheme based on identified need of providing better enhanced passenger amenities at stations. Under ‘Adarsh’ Station Scheme, 1253 stations in Indian Railways including 108 stations in the State of Maharashtra have been identified for development. Chhatrapati Shivaji Maharaj Terminus in the state of Maharashtra and New Delhi Railway Railway Station are being undertaken for development under Hybrid Build Operate Transfer (HYBOT) Model of Public Private Partnership (PPP) mode. Work of redevelopment of stations is in progress at Ayodhya (Uttar Pradesh), Safadarjung (Delhi), Bijwasan (Delhi) and Gomti Nagar (Uttar Pradesh). Sir. M. Visvesvarya Terminal (Karnataka) is ready for commissioning. Two stations viz., Gandhinagar Capital railway station (Gujarat) and Rani Kamlapati railway station (Madhya Pradesh) have been developed and commissioned. On the basis of the experience of these two stations, techno-economic feasibility redevelopment plans of other stations are being worked out. Further, 41 stations including Bijwasan have been identified under the Major Upgradation scheme of railway stations.
Further, upgradation/ modernisation of stations on Indian Railways is a continuous and on-going process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. However, priority for upgradation / modernization of stations is accorded to higher category of station over lower category of station while sanctioning and executing the work.
(b) and (c) Indian Railways has an inbuilt mechanism to check the quality of works, which is being performed at various levels by concerned Railway officials as per guidelines laid down in the Indian Railways Engineering Code, Indian Railways Works Manual and Specification etc. and the works meeting the laid down standards only are accepted.
(d) No major quality issues have been noted so far. The minor nature of inferior quality of incidences found during execution is corrected then and there. Instructions of inferior quality of work and corrective action taken thereon are recorded in Site Order Book and other documents.
(e) Under ‘Adarsh’ Station Scheme, 1253 stations in Indian Railways have been identified for development, out of which 1213 stations so far have been developed and the remaining stations are targeted to be developed by Financial Year 2022-23. All the 108 stations identified in the State of Maharashtra for development under Adarsh Railway Station Scheme have already been developed. However, the Major Upgradation scheme of railway stations at this scale is first of its kind and complex in nature and involving multiple stakeholders and also requires detailed techno-economic feasibility studies and various statutory clearances hence, no time-line can be fixed at this stage.
