Question : Damage to Highways Due To Rains

(a) whether it is a fact that a number of newly constructed roads/highways got damaged due to heavy rains in many parts of the country;
(b) if so, the details thereof;
(c) whether the Government is taking any measures to ensure quality roads to sustain the rains and avoid losses to the exchequer and also to the vehicle uses; and
(d) if so, the details thereof?

(a) & (b) Ministry has received report of damage due to heavy rains in parts of newly constructed National Highways over length aggregating to about 90 km in the State/UTs of Uttrakhand, Mizoram, Manipur, Sikkim, Andhra Pradesh, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, J&K & Delhi.
(c) & (d) National Highway works are executed duly following the specifications and standards laid down by the Ministry and Indian Roads Congress (IRC) with due emphasis inter-alia also on adequate drainage system to obviate damages caused due to rains and floods. The sub-standard works found, if any, are rectified and re-laid as per specifications. This is ensured by appointment of consultants as Authority’s Engineer/ Independent Engineer for day-to-day supervision for implementation of quality assurance/control as specified in contract/ concession agreement. In case of any defaults, action against defaulting agencies are taken as per the provisions of agreements.
