Question : Scholarship Scheme to promote Art and Culture

(a) whether the Government has achieved the target of Scholarship and Fellowship Scheme launched to promote art and culture in the country and if so, the details thereof;

(b) whether the Government has formulated any norms/guidelines for granting fellowship to meritorious persons and if so, the details thereof;

(c) the total number and details of artists who have received scholarships and fellowships started for promotion of art and culture in the country particularly North-Eastern Region during each of the last three years and the current year;

(d) the amount of funds sanctioned and utilized under the said scheme; and

(e) the other steps taken to preserve and promote Indian art, Literature and Culture in the country?

(a) Yes Sir, the target of launching the ‘Scheme of Scholarship and Fellowship for Promotion of Art and Culture’ has been fully achieved. The total number of Fellows and Scholars selected and expenditure incurred under the scheme during the last 03 years is placed at Annexure I.

(b) Yes Sir. Ministry of Culture has formulated Scheme guidelines to award Fellowships to Outstanding Persons in the Field of Culture for research oriented projects. As per these guidelines, upto 400 (200 Junior Fellowships in the age group of 25-40 years and 200 Senior Fellowships in the age group of 40 years and above) are awarded in a batch year. Online applications are invited through open advertisement and selection of meritorious candidates is made on the basis of their performance in interview and synopsis submitted by them before the Expert Committee constituted by the Ministry. The selected Junior and Senior fellows are provided fellowship amount of Rs.10000/- per month and Rs. 20000/- per month respectively for a period of 02 years. The Fellowship is released in four equal six monthly installments on receipt of requisite research reports / documents from the fellows.

(c) The total number and details of artists who have received scholarships and fellowships including North-Eastern Region during each of the last three years and the current year is placed at Annexure II.

(d) The amount of funds sanctioned and utilized under the scheme during the last 03 years and current year is given below:-

(e) In addition to the scheme of Scholarship and Fellowship for Promotion of Art and Culture, the Ministry of Culture also administers various other financial grant schemes like Scheme of ‘Financial Assistance for Promotion of Art and Culture’, Scheme of Financial Assistance for Creation of Cultural Infrastructure, Museum Grant Scheme etc. to preserve, promote Indian art, literature and culture in the country under which grants are being given as financial assistance to the organizations and individuals. Also, Ministry of Culture through its Subordinate, Attached Offices, Autonomous Institutions such as ASI, Zonal Cultural Centres, Akademies, Museums, Libraries etc. plays a key role to preserve and promote both Tangible and Intangible Indian art, literature and culture in the country.
