Question : PENDING RURAL DEVELOPMENT AND SANITATION PROPOSALS PROJECTS



(a) the funds released by the Government for various rural development and sanitation proposals/projects in the country during each of the last three years and current year, State-wise;

(b) the details of such proposals/projects received and sanctioned by the Government in each State of the country during the said period alongwith those which are still lying pending for approval;

(c) the reasons for their pendency;

(d) whether some of these proposals/projects are awaiting implementation by respective States due to non-release of funds by the Government in time;

(e) if so, the details thereof and whether any requests from the concerned States have been received in this regard;

(f) if so, the details thereof and action taken thereon; and

(g) the time by which all the remaining proposals/projects are likely to be approved ?

MINISTER OF THE STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI PRADEEP JAIN `ADITYA`)

(a): The Ministry of Rural Development through the State Governments and Union Territory Administration implements the major schemes namely, Mahatama Gandhi National Rural Employment Guarantee Act (MGNREGA), Swarnjayanti Gram Swarojgar Yojana (SGSY), Indira Awaas Yojana (IAY), Pradhan Mantri Gram Sadak Yojana (PMGSY), Integrated Watershed Management Progrmame (IWMP), National Rural Drinking Water Progrmame (NRDWP) and Total Sanitation Campaign (TSC). State-wise funds released by the Ministry of Rural Development to the State Governments and UT Administrations for implementation of various major rural development schemes including sanitation scheme during the last three years (2006-07, 2007-08 and 2008-09) and current year 2009-10 are given in Annexure-I.

(b): Project proposals are received and sanctioned under the major programmes of PMGSY and TSC. State-wise number of road works sanctioned under PMGSY and projects sanctioned under TSC during the last three years (i.e. 2006-07, 2007-08, 2008-09 ) and current year (2009-10) are given in the Annexure-II.

(c) to (g): The proposals from the State Governments/UTs are received under various rural development programmes for release of Central assistance. These proposals are examined with respect to the Programme Guidelines. The shortcomings/observations are communicated to the concerned State Government/District Rural Development Agency for ratification/submission of required documents. The complete proposals are placed before the Project Sanctioning Committee and ultimately approved.
