Question : PROJECTS IN TRIBAL AREAS



(a) Whether any mechanism exists to appraise and monitor the development projects undertaken in the hilly and far flung tribal areas;

(b) if so, the details thereof and if not, the reasons therefor;

(c) the allocation and utilisation of budgetary resources for the development of projects, in tribal areas during the last three years;

(d) whether there is a mismatch between them;

(e) if so, the details thereof and the reasons therefor; and

(f) the corrective measures taken /being taken in this regard?

Statement referred in reply to parts (a) to (f) of the Lok Sabha Starred Question No.122. for 27.11.2009 by Shri K.D.Deshmukh, M.P, regarding Projects in Tribal Areas.

(a) and (b) : Yes Sir. Development projects funded under various schemes of the Ministry of Tribal Affairs are appraised and monitored throughout the country, including the hilly and far flung areas, on the basis of annual inspections, periodic field visits, discussions with State Governments, furnishing of periodic progress reports and utilization certificates. In addition, the Ministry also sponsors evaluation and monitoring studies of selected programmes through independent agencies.

(c) The allocation and utilisation of budgetary resources for the development of projects, in tribal areas during the last three years is as under:

(d) (e) and (f) : Utilization is dependant on various factors in the field, including selection of the agencies, availability of workforce, law and order conditions and the capacity of the State as well as the implementing agency. Corrective measures, being continuously taken at the Centre to overcome these shortcomings, cover better monitoring, regular interactions with the State Governments advising them to spend their allocations, submit utilization certificates for amounts already released, send complete proposals for further release, refining scheme guidelines, improving procedures for evaluation and sanction, training and skill development.
