(a): Yes, Madam.
(b): Under the provision of New Investment Policy (NIP) – 2012 dated 2nd January, 2013, read with its amendment dated 7th October, 2014, Matix Fertilizers & Chemicals Limited (Matix) has set up a Coal Bed Methane (CBM) based Greenfield Ammonia-Urea complex at Panagarh, West Bengal with an estimated investment of Rs 4894 crore. Chambal Fertilizers & Chemicals Limited (CFCL) has also set up a brownfield project at Gadepan, Rajasthan with an estimated investment of Rs 5940 crore.
(c): There are 8 (eight) Urea manufacturing units ( namely: IFFCO-Phulpur I, IFFCO-Phulpur II, GNVFC-Bharuch, NFL-Bhatinda, NFL-Panipat, NFL-Nangal, SFC-Kota and KFCL-Kanpur) using coal as fuel for power generation in their plants.
(d): The actual production of Urea during the last three years and the current year by the above-mentioned Urea units is as follows:-

(e): As informed by M/o P&NG, in December, 2014, the Government allowed procurement of ethanol produced from other non-food feedstock besides molasses, like cellulosic and lignocelluloses materials including petrochemical route. The Government has also notified National Policy on Bio-fuels – 2018 in June, 2018 to promote Bio-fuels including second generation bio-fuels. These second generation bio-fuels can be produced from lignocellulosic biomass, crop residues, municipal solid waste, etc.
