(a) & (b): The Government of India is implementing a number of schemes for
developing sports skills and encouraging sportspersons in the country.
However, no State/UT- wise allocation is made under these scheme. The
main schemes include Rajiv Gandhi Kehl Abhiyan (RGKA), Urban Sports
Infrastructure Scheme and Scheme of Assistance to NSFs.
Rajiv Gandhi Khel Abhiyan (RGKA), which is a centrally sponsored
scheme introduced in 2014-15 aims at construction of Integrated Sports
Complexes in all block panchayats of the country in a phased manner and
providing access to organized sports competitions at block, district, state
and national levels.
Urban Sports Infrastructure Scheme, introduced in 2010-11, envisages
development of playfields by the State Governments through Playfield
Associations, coach development programme through Central and State
Governments, creation of infrastructure including laying of artificial turfs for
hockey, football and athletics, and construction of multi-purpose hall. Under
the Scheme, State Governments, local civic bodies, schools, colleges,
universities and sports control boards are eligible for assistance.
Under the Scheme of Assistance to National Sports Federations,
assistance is provided for organizing national championships, participation
of Indian teams in international tournaments, training of sportspersons etc.
Further, for identifying the talent and nurturing and training of the
identified talent, the Sports Authority of India is also running various
schemes including:
(i) National Sports Talent Contest (NSTC)
(ii) Army Boys Sports Companies (ABSC)
(iii) Special Area Games (SAG)
(iv) SAI Training Centres (STC)
(v) Centres of Excellence (COE)
Trainees under the schemes are provided with stipend, sports kit,
accidental insurance, competition exposure, etc.
The total allocated budget and expenditure incurred for the year 2014-
15 and 2015-16 is given in the Annexure-I.
State wise details of funds released under RGKA and USIS for the year
2014-15 and 2015-16 are given in the Annexure-II.
(c) The Ministry provides lump sum ex-gratia financial assistance from
the National Welfare Fund to the sportspersons of yesteryears and their
families, who are now living in indigent conditions and whose annual income
is less than Rs. 2 lakhs. The funds of the National Welfare Fund for
Sportspersons can be utilized for the following purpose.
(i) to provide suitable assistance to outstanding sportspersons now living in
indigent circumstances;
(ii) to provide suitable assistance to outstanding sportspersons injured
during the period of their training for competitions and also during the
competitions, depending on the nature of the injury;
(iii) to provide suitable assistance to outstanding sportspersons who bring
glory to the country in international field and who are disabled as an after
effect of their strenuous training or otherwise and to provide them
assistance for medical treatment;
(iv) to administrator and apply the funds of the Fund to promote the welfare
of the sportspersons generally in order to alleviate distress among them and
their dependents in indigent circumstances;
(v) to administer and apply the funds of the Fund for active sportspersons
individually or collectively as a group;
(vi) to encourage and provide assistance in cash or kind (sports equipments,
kit, etc) to budding sportspersons, in their pursuit for achieving excellence
in sports;
(vii) to do all other things which are incidental to the above objectives.
Under the Scheme of National Welfare Fund, 20 Sportspersons are
getting pension and during 2015-16 financial assistance has been given to 7
sportspersons.
The Ministry provides lifelong monthly pension to meritorious
sportspersons who have won medals in Olympics Games, Asian Games,
Commonwealth Games, World Championships in the disciplines of Olympic
Games, Asian Games and Commonwealth Games, and Paralympic Games,
after they retire from active sports or they attain the age of 30 years,
whichever is later, at following rates:

Under the Scheme of Pension to Meritorious Sportspersons, 630
sportspersons are getting monthly pension.
(d) There is no proposal to create a placement cell in the Ministry of Youth
Affairs and Sports. Recruitment of meritorious sportspersons against
vacancies reserved for sports quota is already being done in Central
Government offices in terms of extant instructions of the Ministry of
Personnel, Public Grievances and Pension.
(e) There is no scheme in the Department for construction of stadia in each
District/Tehsil of the Country.
