Question : Shortage of Dialysis Machine

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether there is an acute shortage of dialysis machines as compared to their requirement in various States particularly in Bihar and Maharashtra;

(b) if so, the reaction of the Government in this regard;

(c) whether the Government is providing any assistance at Central level so as to increase the number of dialysis machines in these States; and

(d) if so, the details thereof?

(a) to (d): Public Health is a State subject. Central Government provides support to the States through various interventions and programmes including National Health Mission.

Under National Health Mission, financial support is provided to all States/UTs as per their Programme Implementation Plan and resource envelope for interventions up to District Level, including for dialysis services.

Pradhan Mantri National Dialysis Programme, rolled out in 2016 under National Health Mission, is under implementation for providing free dialysis services to Below Poverty Line (BPL) patients. PMNDP has been implemented in 33 States and UTs, under which facilities for dialysis have been provided in 455 Districts in 778 Centres. As informed by State Governments, in Maharashtra, the dialysis services are being provided in 25 districts out of total 36 districts. There are 33 dialysis centres operational deploying a total of 189 Hemo-dialysis machines. In Bihar, presently dialysis services are available in 17 districts out of total 38 districts. There are 17 dialysis centres deploying a total of 66 Hemo-dialysis machines.

Under National Mission, financial support is provided to all States/UTs for implementing Pradhan Mantri National Dialysis program. The details for State of Maharashtra and Bihar are as below:

1. An amount of 1210.00 Lakhs has been approved for Maharashtra for Pradhan Mantri National Dialysis Program in Program Implementation Plan (PIP) for financial Year 2019-20 under NHM.

2. An amount of 684.00 Lakhs has been approved for Bihar for implementing Pradhan Mantri National Dialysis program in all 38 districts in Program implementation plan (PIP-2019-20) under NHM.
