Question : WORKING OF KENDRIYA BHANDAR

to the reply given to Unstarred Question No. 588 on November 22, 2000 regarding `Working of Kendriya Bhandar` and state:

(a) whether computers have been supplied to Government Departments by the Kendriya Bhandar at Rs. 83,000 to Rs. 85,000 against the approved price of about Rs. 60,569/-;

(b) if so, the number of computers supplied at higher rates alongwith the reasons therefor; and

(c) the measures to be taken to streamline the working of the Kendriya Bhandar and to remove all sorts of irregularities and corruption?

Kendriya Bhandar has been selling computers as per manufacturers` price list. Price of a computer depends upon its brand, model, configuration, warranty and payment terms. As per industry practice, computers of similar configurations are manufactured and sold in different series/models targeting different customer segments at different prices and warranty terms. For this purpose, manufacturers use different quality/brand of components viz. chip, mother board, hard disc, monitor etc. In some cases, it is quite probable that Kendriya Bhandar price is higher than the market price for a similar model mainly because of 3 factors:

(a) Kendriya Bhandar supplies all high value items including computers on credit as aginst cash payment;

(b) On-site service as against back to bench service: and

(c) Operating margin of Kendriya Bhandar

It may be mentioned that Kendriya Bhandar has introduced a scheme of 2% discount in case of payment against delivery.

A complaint in this regard quoting the same prices as indicated in the Question has been received and this is under investigation of the Chief Vigilance Officer.
