Question : Samagra Shiksha Abhiyan in Maharashtra

(a) the number of schools and educational institutions established under Samagra or Sarva Shiksha Abhiyan, (SSA) during the last three years in the State of Maharashtra, especially in Gondia-Bhandara district;
(b) the details of the amount allocated/ released to the State of Maharashtra for this purpose during the said period district-wise and year-wise;
(c) whether the Government is planning to set up many more schools and education centres in Maharashtra, especially in the Gondia-Bhandara districts, keeping in view their backwardness and if so, the details thereof and if not, the reasons therefor;
(d) the details of targets set and achieved under the said Abhiyan; and
(e) whether the Government has launched any new Mission in the country under this auspicious scheme and if so, the details thereof ?

(a) to (e): Under Centrally Sponsored scheme of Samagra Shiksha financial assistance is provided as per the fund sharing pattern as decided by the Ministry of
Finance. Under the scheme, the annual plans are prepared by the States and UTs based on their requirements and gaps identified by the States/ UTs from school mapping exercise, which are appraised & viable proposals are approved by the Project Approval Board (PAB) in consultation with the States and UTs as per the programmatic and financial norms of the scheme, and physical and financial progress of the State for the interventions approved earlier.
Total 246 elementary schools, 417 Secondary schools, 151 Higher Secondary schools and addition of subject in 1078 schools have been approved under Samagra Shiksha, during the last three years and current year. As far as state of Maharashtra is concerned, no school has been approved for upgradation under Samagra Shiksha during the last three years and current year. Further, there is no approval for new/upgraded schools in Gondia-Bhandara district from 2018-19 to 2021-22.
Total 86 KGBVs have been sanctioned in the State of Maharashtra. All KGBVs are functional with 6953 girls’ enrolment against 8650 targeted girls’ enrolment. No KGBV has been sanctioned in Gondia-Bhandara district of Maharashtra State.
As per information received from State Government of Maharashtra, no school or Educational institution established under Samagra Shiksha during last 3 years in Maharashtra state.
The funds are released on the basis of submission of Audited Accounts, Utilization Certificate, physical and financial progress and other documents as prescribed under the Financial Management & Procurement (FMP) Manual of Samagra Shiksha. Status of funds allocated and released to the State Government of Maharashtra from the year 2018-19 under Samagra Shiksha is as follows:-

The Department of School Education and Literacy, Ministry of Education, Government of India has launched the National Mission on Foundational Literacy and Numeracy called National Initiative for Proficiency in Reading with Understanding and Numeracy (NIPUN Bharat) on 5th July 2021 under the aegis of Centrally Sponsored Scheme of Samagra Shiksha.
The mission aims to achieve universal foundational literacy and numeracy in primary classes and to ensure that all children attain grade level competencies in reading, writing and numeracy. The Mission lays down priorities and actionable agendas for States/UTs to achieve the goal of proficiency in foundational literacy and numeracy for every child by grade 3.
Detailed guidelines have been developed for implementation of the NIPUN Bharat Mission which includes the Lakshya or Targets for Foundational Literacy and Numeracy starting from the Balvatika upto age group 9.
