(a) & (b): As per information compiled by the National Crime Records Bureau (NCRB), a
total of 80750, 84150 and 89880 cases of motor vehicle thefts were reported in the country
during 2004, 2005 and 2006 respectively, indicating an increasing trend during the period.
The State-wise details regarding the number of cases of motor vehicle thefts during 2004 to
2006, as compiled by NCRB, are enclosed at Annexure- I. Provisional figures of NCRB regarding
number of cases of motor vehicle thefts for 2007 are enclosed at Annexure- II.
(c): `Police` and `Public Order` are State subjects under the Seventh Schedule to the
Constitution of India and therefore, the State Governments are primarily responsible for
prevention, detection, registration and investigation of crime and for prosecuting the
criminals through the machinery of their law enforcement agencies.
