(a) to (c): The Minstry of Rural Development, inter-alia, is implementing Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Deendayal Antyodaya Yojana - National Rural Livelihood Mission (DAY-NRLM), Deen Dayal Upadhyaya - Grameen Kaushalya Yojana (DDU-GKY), Pradhan Mantri Awaas Yojana –Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY) and National Social Assistance Programme (NSAP) to bring about overall improvement in the quality of life of the people in rural areas including Gujarat, Rajasthan and Maharashtra through employment generation, strengthening of livelihood opportunities, promoting self employment, skilling of rural youths, provision of social assistance and other basic amenities. Specific provisions have been made under the schemes aiming at upliftment and empowerment of rural women.
MGNREGA provides a legal guarantee for 100 days of employment in a financial year to every rural household whose adult members volunteer to do unskilled manual work. Under MGNREGA at least one third of the total employment generated are to be given to women who have registered and demanded for work. Additionally, to increase women participation in the Scheme, States have been suggested to open individual bank/post office accounts for all women workers, identify and provide Job cards of distinct colour to widowed, deserted and destitute women, who qualify as a household under the Act. Deendayal Antyodaya Yojana - National Rural Livelihood Mission (DAY-NRLM) seeks to tackle the problem of unemployment, especially among women, in the rural areas. DAY-NRLM provides training and capacity building of interested members to take up micro enterprises for enhancing their incomes. Mahila Kisan Sashaktikaran Pariyojana (MKSP), a sub-scheme of DAY-NRLM, aims to empower women in agriculture by strengthening the community institutions of poor women farmers and leverage their strength to promote sustainable agriculture practices. The Ministry also implements a placement linked skill development programme Deen Dayal Upadhyaya Grameen Kaushalya Yojana, a sub scheme of DAY-NRLM, for skilling of rural poor youth. A mandatory coverage of 33% women candidates is made under DDU-GKY.
PMAY-G is being implemented with an objective to provide safe and secure house to all by 2022. Under PMAY-G, allotment of house under PMAY-G is made jointly in the name of the wife along with husband, except in the case of widow / unmarried / separated person. The State may also choose to allot house solely in the name of the women.
