Question : Nehru Yuva Kendras

(a) whether Nehru Yuva Kendras (NYKs) conduct skill development and training programmes for development of youths in the country and if so, the details of such programmes conducted by NYKs and the number of youths who participated in such programmes;
(b) whether the Government proposes to convert NYKs as the district Level Skill Development Centres for Youths and if so, the details thereof along with the purpose and role of NYKs volunteers along with the manner/procedure of their selection;
(c) the details of appointment of volunteers and activities carried out by the Government through NYKs during the last two years, State-wise;
(d) whether the Government proposes to extend financial assistance for the development of sports infrastructure and arts club for the youths and if so, the details thereof; and
(e) whether the Government proposes to distribute sports and games equipment for rural youths through NYKs and if so, the details thereof, State-wise?

(a) Yes Sir. NYKS has been conducting skill development and training programmes for development of youth, the details of the training programmes are at Annexure-I.
(b) There is no such proposal under consideration at present in the Department.
(c) Under National Youth Corps Scheme, a total of 13,206 National Youth Volunteers (NYVs) in 623 NYK districts are deployed for a period of 2 years. There is a selection committee under Chairpersonship of DM/DC of the district for selecting volunteers. Two experts are nominated by the Ministry of Youth Affairs and Sports to each District Selection Committee. Volunteers in the age group of 18-29 years and having education qualification of minimum 10th Class pass are being deployed for maximum period of 2 years duration only. Usually, two volunteers are deployed in every block. Activities carried out by the Government through NYKs, State-wise are at Annexure-II. Many of the activities could not be organized during the year 2020-21 due to Corona pandemic situation.
(d) Since the inception of Khelo India - National Programmes for development of Sports, a Central Sector Scheme, in 2016, the government has been extending financial assistance for the development of sports infrastructure in the country. So far, 272 sports infrastructure of different categories have been sanctioned under this scheme across the country. There is no such proposal under consideration at present in the Department for extension of financial assistance to arts club for the youths.
(e) As per the NYKS Annual Action Plan 2021-22, budgetary provision of Rs. 6.53 Crores has been made to provide sports material @ Rs. 4,000/- to each of 16,330 NYKS Youth Clubs. State wise number of Youth Clubs for the purpose of distribution of sports material is at Annexure –III.
