Question : Transparent Cooking Gas Cylinders

(a) whether the Government proposes to introduce transparent cooking gas cylinders that will make it almost impossible for vendors to deliver lower than promised quantity;
(b) if so, the details thereof and the time by which the said proposal is likely to be implemented;
(c) whether cost of transparent cylinder is almost double as compared to regular steel cylinders and if so, the details thereof; and
(d) the steps taken by the Government to bring down the price of transparent cylinder in the interest of common man?

(a) & (b) Yes, Madam. In order to undertake a feasibility study on marketing of LPG in composite cylinders by Public Sector Oil Marketing Companies (OMCs), a public tender has been invited for procurement of composite cylinders by Hindustan Petroleum Corporation Ltd.(HPCL). This pilot study is proposed in two select markets of Ahmedabad and Pune. This study is expected to commence in March 2016 and is subject to successful supply of composite cylinders by the manufactures.
(c) Public Sector Oil Marketing Companies(OMCs) have reported that the current procurement cost of 14.2 kg capacity LPG cylinder made of steel is approximately ? 1200 and the approximate cost of similar capacity of composite cylinder is more than double of the steel made cylinder.
(d) In order to bring down cost of composite cylinders, OMCs are procuring these cylinders by obtaining competitive bids through floating Public Tender.
