Question : Availability of Medicinal Plants


(a) whether the work is being carried out under any special scheme by the National Medicinal Plants Board to increase the availability of medicinal plants in the country and if so, the details thereof;
(b) the details of medicinal plants being grown under the said scheme, state-wise;
(c) whether the Government has formulated any policy/ schemes to promote the cultivation of special types of medicinal plants conducive for specific region;
(d) if so, the details thereof and the norms on the basis of which said policy has been formulated;
(e) whether the Government proposes to set up Isabgol processing unit in Jalore-Sirohi, Rajasthan and if so, the details thereof; and
(f) whether the Government proposes to set up ayurvedic medicinal plant processing unit in Maadha Lok Sabha constituency and in Latur, Maharashtra and if so, the details thereof?

(a): Ministry of Ayush, Government of India under its Centrally Sponsored Scheme of National AYUSH Mission (NAM) was providing financial assistance to the farmers to encourage farming/cultivation of medicinal plants throughout the country from the F.Y. 2015-16 to 2020-21. Under NAM scheme, there was a component on ‘Medicinal Plants’ which was primarily aimed at supporting cultivation of medicinal plants on farmer’s land with backward linkages through establishment of nurseries for supply of quality planting material, and forward linkages for post-harvest management. Under the same scheme, 140 medicinal plants species were prioritized for supporting cultivation throughout the country for which the subsidy was provided to farmers @30%, @50% and 75% of cost of cultivation:
The cultivation programme was implemented through the identified implementing agency of concerned state under state government and the financial assistance was provided as per the State Annual Action Plan approved for concerned State.
Under the National AYUSH Mission scheme Ministry of Ayush has approved an amount of Rs. 20185 lakhs for implementation of medicinal plants component activities throughout the country. Under the scheme Ministry has supported 56305 hectare area under Cultivation of medicinal plants, 220 Nurseries for planting material, 354 Post harvest management units, 25 Processing units, 42 Rural / District collection centers, 10 germs plasm centers throughout the country from the financial year 2015-16 to 2020-21. The detail is given at Annexure-I.
Presently, the National Medicinal Plants Board (NMPB), Ministry of Ayush under its “Central Sector Scheme on Conservation, Development and Sustainable Management of Medicinal Plants” throughout the country and as per the operational scheme guidelines, to ensure adequate availability of medicinal /herbal plants in wild /forest areas, the project based support is provided for Resource Augmentation of medicinal /herbal plants in the country.
(b): Ministry of Ayush has supported 84 medicinal plants species throughout the country for cultivation of medicinal plants on farmers land under medicinal plants component of National AYUSH Mission scheme throughout the country from the F.Y. 2015-16 to 2020-21. Under the scheme Ministry has supported 56305 hectare area under cultivation of medicinal plants across the country from the financial year 2015-16 to 2020-21. The detail is given at Annexure-II.
(c & d) Ministry of Ayush, Government of India has formulated a draft scheme to promote the cultivation of special types of medicinal plants conducive for specific region namely “Pradhan Mantri VRIKSH AYUSH Yojana” for the promotion of Medicinal Plant Cultivation, Post-harvest management and Marketing support by involving farmers and the AYUSH industry.
Under the proposed scheme, there is a provision for financial assistance to cultivate medicinal plants and establish Post-harvest Management Infrastructure. The proposed scheme has been submitted for the approval of the Cabinet.
(e) The Government has not proposed processing unit in Jalore, Sirohi, Rajasthan for Isabgol. However, the Ministry of Ayush has supported 4 processing units during the F.Y. 2019-20.

(f) The Government has not proposed processing unit in Latur, and Maadha, Solapur, District, Maharashtra. However, the Ministry of Ayush has supported 1 processing units during the F.Y. 2017-18 in Pune District, Maharashtra.
