Question : Rehabilitation of Slum-Dwellers

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
a) whether the Government has any plan to rehabilitate the slum-dwellers in the metro cities specially in Delhi/NCR and Ambedkar Nagar in Uttar Pradesh;
b) if so, the detailed facts and data thereof;
c) the fund allocated, utilised and un-utilised for rehabilitation of the slum dwellers, State-wise;
d) the reasons for non utilisation of the said funds along with the role of the Public Representative in the monitoring process; and
e) the funding pattern and plan outlay for the said purpose?

(a) Yes, Madam. Under “In situ” Slum Redevelopment (ISSR) component of “Pradhan Mantri Awas Yojana (Urban){PMAY(U)}” Mission launched on 25.6.2015, government aims to rehabilitate the slum-dwellers in all statutory towns notified in Census 2011 including cities such as Delhi/NCR and Ambedkar Nagar in Uttar Pradesh.

(b) In Delhi/NCR, it has been reported that Delhi Slum & JJ Rehabilitation and Relocation policy 2015, has been approved, which deals with in-situ rehabilitation. There are 675 JJ bastis in Delhi and the demand survey is being undertaken. The State Government of Uttar Pradesh has reported that under ‘ASRA Yojana’, free houses with all basic amenities are being provided for rehabilitation of 118 slum dwellers of Ambedkar Nagar, Uttar Pradesh with cost/outlay of Rs. 562.10 lakhs. Under PMAY(U), the Ministry of Housing and Urban Affairs has sanctioned an amount of Rs. 19.59 crores to Ambedkar Nagar, out of which Rs. 10.06 crores have already been released to the Government of Uttar Pradesh.
(c) & (d) Under PMAY(U) mission, State-wise details of funds allocated, utilised and un-utilised for rehabilitation of the slum dwellers are enclosed at Annexure-I. The PMAY(U) Mission is an ongoing Central Government Scheme to address the housing demand of the urban poor by the Year-2022. The funds allocated to the States/UTs are being utilised for the ongoing projects and the District Level Appraisal and Monitoring Committee (DLAMC) is mandated to monitor the progress of PMAY(U). The composition of DLAMC is at Annexure-II.
(e) Under “In situ” Slum Redevelopment component of PMAY (U) Mission, slum rehabilitation grant of Rs. 1 lakh per house on an average is provided by the Government of India. Plan outlay for slum rehabilitation has not been earmarked. The funds are released as per the project proposals submitted by the States/UTs and approval of the Central Sanctioning and Monitoring Committee (CSMC).
