(a) whether as per the existing Fire Safety Act, the malls, hospitals and public sites are required to have their own fire safety officers;
(b) if so, the details thereof;
(c) whether arrangements have been made by the Gujarat State Institute for Fire Safety for the training of such officers; and
(d) if so, the details thereof?

(a) & (b): ‘Fire Services’ has been included as a municipal function in the XII Schedule to the Constitution of India in terms of Article 243- W. As such, it is the primary responsibility of the State Governments to raise and equip the fire services in their jurisdiction and enforce their fire safety Acts.
(c) to (d): The Government of Gujarat has informed that there is an enabling provision for creation of institute of fire safety and training.
