Question : Issuance of Challans by Delhi Police

(a) the details of the directions given by the Delhi Police to issue challan of vehicles;

(b) whether the Ministry of Home Affairs has issued instructions to the Delhi Traffic Police to challan the vehicles not on red lights but standing away from red lights behind the trees;

(c) if so, the details thereof and the reasons therefor;

(d) whether the Government has received any complaints regarding issuance of challans by the Delhi traffic police personnel who hide behind trees; and

(e) if so, the details thereof?

(a): Delhi Police has reported that their personnel are regularly briefed and sensitized to enforce traffic rules and regulations in true letter and spirit in a professional manner and to focus also on ensuring smooth movement and regulation of traffic and less on prosecution. Directions have been issued by Delhi Police to all the field functionaries of Traffic Unit to position themselves at some conspicuous place at the junctions. The field supervisory officers have also been directed by Delhi Police to strictly ensure sufficient availability, visibility, punctuality and mobility of traffic staff at important roads/intersections.

(d) and (e): As per Delhi Police, no complaint in this regard against any traffic police person has been received during the last three years and the current year (upto 15.06.2019).
