(a) whether the recommendations of the Sub-committee to review the Khadi-Gramodyog sector had been implemented;
(b) if so, the details thereof;
(c) if not, the reasons therefor; and
(d) the time by which all recommendations are likely to be implemented?

(a) to (d): In order to prepare an action plan based on the recommendations of the High Power Committee (HPC) on the Khadi and Village Industry Sector, a Sub-Committee was constituted under the Chairmanship of Shri Pranab Mukherjee. Action plan based on the recommendations of the Sub-Committee has largely been implemented except the action on replacement of the Rebate by Market Development Assistance (MDA). Due to stiff resistance by the Khadi Institutions the scheme of MDA could not be implemented so far.
