(a) & (b) The issuance of visas by India and China is guided by the provisions of the Memorandum of Understanding on Simplifying Visa Procedures between the two governments signed in June 2003. It has been conveyed to the Chinese side on several occasions, including at the highest level, that all Indian passport holders should be treated equally on the basis of reciprocity.
