(a) the details of the programmes being run by the Government for the Skill Development of disabled in the country;
(b) the number of beneficiaries of such programmes during the last four years, year-wise;
(c) the funds allocated with regard to such programmes during the last four years, year-wise; and
(d) the steps taken to ensure jobs for such persons trained under such programmes?
(a) to (d) The Government is implementing various skill development programmes to impart employable skills to the disabled. The Ministry of Skill Development and Entrepreneurship is implementing is flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY). The scheme covers all sections of society including disabled. Under PMKVY 2.0 (2016-2020) a total of Rs. 550 crore, Rs. 1132.48 crore and Rs. 1362 crore has been disbursed at the scheme level under the Centrally Sponsored Centre Managed (CSCM) component of PMKVY during 2016-17, 2017-18, 2018-19 respectively.
Under PMKVY, training to disabled is facilitated by the Skill Council for Persons with Disability (SCPwD), incepted in October, 2015. Year wise details of disabled beneficiaries are at Annexure I. In order to promote trainings of disabled people, training providers are incentivized through higher base cost reimbursement for providing training to PwD candidates. Various additional supports are also provided by the Government to the candidate in the form of reimbursement of conveyance cost, boarding & lodging cost, transportation allowance and support for assistive aids. As per the placement guidelines of PMKVY 2.0 (2016-2020), training providers are mandated to facilitate placements of certified candidates. To assist the students in placement, training providers are mandated to organize Placement/Rozgar Melas every six months with support from the Sector Skill Councils and participation of local industry. In order to assist disabled candidates for job outreach activities, a post placement support is provided to them based on the region of placement.
