Question : Assessment of Rural Schemes

(a) the details of schemes for rural development formulated by the Government along with the funds allocated, sanctioned and expenditure incurred during each of the last three years and the current year, State/UT-wise;

(b) whether the Government conducts regular audits to review the implementation and impact of these schemes and if so, the details and the outcome thereof;

(c) the details of the mechanism put in place under which a beneficiary can raise grievances and highlight cases of corruption in these schemes;

(d) the current status of the implementation of the rural schemes in the country, State/UT-wise;

(e) whether the Government has received complaints of corruption in implementation of the rural schemes and if so, the details thereof including the number of cases reported and the steps taken/being taken by the Government in this regard, State/UT and scheme-wise; and

(f) the details of new initiatives/ schemes in the process of being introduced in the coming years?

(a) : The Ministry of Rural Development, inter-alia, is implementing Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Deendayal Antyodaya Yojana - National Rural Livelihood Mission (DAY-NRLM), Deen Dayal Upadhyaya - Grameen Kaushalya Yojana (DDU-GKY), Pradhan Mantri Awaas Yojana –Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY) and National Social Assistance Programme (NSAP) to bring about overall improvement in the quality of life of the people in rural areas through employment generation, strengthening of livelihood opportunities, promoting self employment, skilling of rural youths, provision of social assistance and other basic amenities. The State/ UT-wise funds allocated, released and expenditure incurred under various rural development schemes during last three years and current year are given at Annexure.

(b) to (e) : In order to ensure that the programme benefits reach the rural poor in full measure and objectives of the schemes are achieved, the Department has evolved a comprehensive multi-level and multi-tool system of monitoring and evaluation of the implementation of its programmes which include Review by the Union Ministers, Performance Review Committee Meetings, State Vigilance & Monitoring Committees, District Development Co-ordination and Monitoring Committee named as “DISHA”, National Level Monitors, Area Officers Schemes, Concurrent Evaluation and Impact Assessment Studies. Corrective measures are taken by the Government, when required, for effective implementation of rural development schemes. Since rural development programmes are implemented by the State Governments, complaints related to corruption in implementation of programmes are taken up with the respective State Government/UT Administrations immediately. The Ministry also deputes National Level Monitors to enquire into serious complaints, wherever required. Social Auditing is an important feature of rural development schemes which is carried out to ensure effective implementation and to control irregularities. States have also been advised to set up the Public Grievance Redressal Mechansim at different levels for efficient delivery of service.

As per the returns/reports received from the State Governments/ UT Administrations, the implementation of the schemes has been found to be satisfactory.

(f) : The Ministry has decided to launch Mission Antyodaya to improve the well – being of one crore households and 50,000 Gram Panchayats by addressing all the dimensions of poverty through convergent action and saturation approach under existing schemes.
