Question : AUTONOMY TO NAAC



(a) the criteria accepted and methodology laid down for accreditation of higher educational institutions by National Assessment and Accreditation Council (NAAC) and evaluation of programmes of technical education by National Board of Accreditation (NBA);

(b) the number of universities and colleges accredited by NAAC and NBA as on date, State/UT-wise;

(c) whether the Government proposes to grant functional autonomy to the NAAC and if so, the details thereof;

(d) the names of universities and colleges funded under RUSA which have yet to be accredited by NAAC or NBA and the reasons therefor; and

(e) the mechanism put in place to monitor the functioning of assessment and accreditation agencies?

(a): The National Assessment and Accreditation Council (NAAC) has reported that it has identified the following seven criteria to serve as the basis for accreditation of Higher Educational Institutions(HEIs), namely: curricular aspects; teaching-learning and evaluation; research, consultancy and extension; infrastructure and learning resources; student support and progression; governance, leadership and management; and innovations and best practices. Further, each of these criteria have different key aspects to which scores are assigned. The Cumulative Grade Point Average (CGPA) of an HEI is calculated on the basis of weights assigned to the key aspects and the seven criteria. The HEI is thereafter assigned appropriate grade on a four point scale, as given below:
