(a) to (d) The Department of Land Resources, Ministry of Rural Development is implementing
three area development programmes i.e. Drought Prone Areas Programme (DPAP), Desert Development
Programme (DDP) and Integrated Wastelands Development Programme (IWDP) on watershed basis.
Details of the funds released to various States/Union Territories under these programmes
from their inception upto 30.11.2007 are given in a statement at Annexure.
The watershed projects are sanctioned for a period of five years and the total project cost
is released in five instalments. There is an inbuilt mechanism to monitor the fund utilization,
under which the next instalment of Central share is released only when more than 50% of
the Central and State Share released earlier, has been utilized. Various measures involving
the State Rural Development Departments have been taken to monitor the performance of the
projects. Meeting of the State Nodal Officers is convened regularly to review the performance
of each State. A web-based online system has been launched for monitoring the physical and
financial progress. The Department has also modified the proforma of Utilization Certificate,
which has necessitated the implementing agency to furnish the details of outputs and outcomes
as incorporated in the outcome budget.
