Question : Employment to Tribes

(a) whether the Government has made any provision to provide employment to local residents in industries being run/proposed to be set up in tribal areas to check this migration in search of employment;
(b) if so, the details thereof; and
(c) if not, the reasons therefor along with the reaction of the Government thereon?

(a) to (c) Van Dhan Vikas Karyakram, an initiative under the Scheme ‘Mechanism for Marketing of Minor Forest Produce (MFP) through Minimum Support Price (MSP) and Development of Value Chain for MFP’, targets livelihood generation for tribals by harnessing the wealth of forest i.e. Van Dhan. Under this programme, tribal community owned Minor Forest Produce centric multi-purpose Kendras are set up through Tribal Cooperative Marketing Development Federation of India (TRIFED) in the districts with significant tribal population. The Kendras acts as common facility centres for procurement cum value addition to locally available Minor Forest Produce. Value addition of raw produce helps increasing the value of the MFP considerably and consequently the income of the gatherers. State-wise details of Van Dhan Vikas Kendras established in the country is given at Annexure.
As informed by TRIFED, Apart from above, two tertiary Food processing units are being set up by TRIFED in Jagdalpur, Chhattisgarh and Raigad, Maharashtra in convergence with Ministry of Food Processing Industries (MOFPI) and National Scheduled Tribes Finance and Development Corporation (NSTFDC) at a cost of approximately Rs. 11 crore. These units are likely to become functional by the end of current fiscal. It is expected to generate direct employment for 200 tribal people and indirect employment for 3000 tribal families in the near vicinity of each unit.
