Question : Unemployment

(a) the details of increase in unemployment in the country during the last five years, both in rural and urban areas, State-wise particularly in women;

(b) the estimated number of unemployed between the age group from 18 to 60 years and whether the Government has made any assessment of number of people in terms of percentage of the full time employed, part-time employed and unemployed people separately, State-wise;

(c) the details of the survey/studies being conducted by the Government to ascertain the actual data and whether the employment exchanges have been involved in such survey/studies and if so, the details thereof along with the ratio of employment exchanges in terms of total population in the country, State/UT-wise;

(d) the steps taken/being taken by the Government to enhance the capacity of the unemployed to earn a livelihood from labour intensive efforts technology/skill development along with funds allocated under it, year-wise and their utilization, the details of persons provided employment through these steps;

(e) the number of persons employed through employment exchanges during the last five years, State and year-wise and the details of percentage of persons registered in different categories viz. matriculate, graduate, post graduate and having degree or diploma in technical areas, respectively; and

(f) whether the Government has taken/proposes take any steps to provide ‘unemployment allowance’ to all registered unemployed youth till they get a profitable employment and if so, the details thereof?

(a): As per results of three most recent rounds of labour force surveys on employment and unemployment conducted by National Sample Survey Office (NSSO), Ministry of Statistics and Programme Implementation, State-wise details of estimated unemployment rate of female on usual status basis in rural and urban area during 2004-05and 2011-12 are at Annex-I.

(b): As per results of the last survey on employment and unemployment conducted during 2011-12 by National Sample Survey Office, estimated number of unemployed persons on usual status basis in the country was
1.06 crore, of which 0.78 crore was in the age group of 20-59 years. During the same period estimated number of employed persons as per usual status was estimated at 47.4 crore. The State-wise worker population ratio during 2011-12 is at Annex-II.

(c): The employment and unemployment survey are conducted by NSSO, Ministry of Statistics & Programme Implementation and Labour Bureau to ascertain the status of employment and unemployment. These are essentially household based surveys conducted by qualified and trained investigators using scientific methodology that is internationally comparable. In addition to these surveys on employment and unemployment, employment exchanges also furnish statistics regarding job seekers. The State-wise details of employment exchanges and ratio as per census 2011 population is at Annex-III.

(d): Government has created a separate Ministry of Skill Development and
Entrepreneurship for making broad policies for all other Ministries/Departments with regard to market requirements and skill development and co-ordination with all concerned for evolving an appropriate skill development framework, removal of disconnect between the demand for and supply of skilled man power through vocational and technical training, skill up-gradation & building of new skills. Government of India has set target of skilling 5 crore persons in the 12th Plan. Government is imparting vocational training under Craftsmen Training Scheme (CTS), Apprenticeship Training Scheme (ATS) and skill development through modular courses under Skill Development Initiative Schemes. The Government runs various public employment generation schemes like Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Swarna Jayanti Shahri Rozgar Yojana (SJSRY) restructured into National Urban Livelihoods Mission (NULM) since September, 2013, Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), and Prime Minister''s Employment Generation Programme (PMEGP). In addition, the government is promoting labour-intensive manufacturing and increasing employment opportunities by promoting tourism and agro-based industries. The fund allocated and employment provide under these schemes are at Annex-IV.

(e): As per information received from the States, State-wise details of placement effected through employment exchanges in the country during the last five years are at Annex-V. Total number of educated job seekers on the live register of employment exchanges in the country as on 31st December 2012 was about 3.75 crore of which about 45 percent was 10th pass, 31 per cent 10+2 pass and 24 per cent graduates and post graduates.
(f): Government of India is not providing any unemployment allowance to the unemployed persons. However, some States have been paying unemployment allowance to the registered unemployed youth.
