Question : ILLEGAL ACTIVITIES ALONG THE BORDERS



(a) whether incidents of ceasefire violation, infiltration and smugglings have been rampant on the international borders of the country;

(b) if so, the number of such cases reported alongwith the quantum of smuggled items seized number of infiltrators arrested and number of civilians and security personnel killed during ceasefire violations, during the current year, State and border-wise;

(c) whether the revenue earned from smuggling of drugs is being used for funding terrorism in the country;

(d) if so, the details thereof and the reaction of the Government thereto; and

(e) the measures taken by the Government to check instances of ceasefire violations, smugglings and infiltration on the borders and also to develop infrastructure along the border areas to check the said incidents?

(a) & (b) The incidents of ceasefire violation, infiltration and smugglings have been reported along the International Borders of the country. However, no such incidents have been reported along the Indo-China border. The details of the number of cases reported, the quantum of smuggled items seized, number of infiltrators arrested, number of civilians and security personnel killed during ceasefire violations, during the current year (as on 31.03.2015), State and border-wise are as follows:- i.During the current year, 164 numbers of ceasefire violation incidents have been reported along the International Border in Jammu region being guarded by the Border Security Force (BSF). During these ceasefire violations, 02 civilians and 01 security personnel have been killed. ii. Details of the number of cases of smuggling and quantum of smuggled items seized during the current year, border and state-wise may be seen at Annexure-A. iii. Details of number of cases of infiltration and infiltrators arrested during the current year, border and state-wise may be seen at Annexure-B.

(c) & (d) As per the inputs received from the Intelligence Agencies, drug money could be one of the funding to terrorist organizations. The existing statutory and legal structure provided adequate provisions to deal with funding of terrorism. The primary legal regime for countering terrorist financing is the Unlawful Activities (Prevention) Act, 1967 (UAPA) which has adequate provisions to deal with all aspects of countering financing of terrorists. The National Investigation Agency (NIA) has been functioning with specific mandate to deal with all activities criminalized under UAPA including terrorist funding. NIA has a dedicated Terror Funding and Fake Currency Cell to counter terror funding issues. A new Section 51-A was inserted in UAPA to establish a mechanism for freezing of accounts of persons and entities engaged in or suspected to be engaged in terrorism.

(e) Government has adopted a multi-pronged approach for effective domination and to check trans-border crimes including smuggling and infiltration along the International Borders of the country. The steps taken in this regard inter-alia include: # Effective domination of the borders by the Border Guarding Forces

(BGFs) through carrying out round the clock surveillance of the borders by patrolling nakas (border ambushes) and by deploying observation posts all along the international borders of the country. # The riverine segments of International Borders of the country are being patrolled and dominated with the help of water crafts/speed boats/floating Border Out Posts (BOPs) of Border Guarding Forces (BGFs). # Usages of Hi-Tech surveillance equipments along with day and night vision devices for further enhancing the border domination. # Vulnerability mapping of the Border Out Posts (BOPs) which are sensitive with regard to infiltration/smuggling along the Borders has been carried out. These identified BOPs have been strengthened by deploying additional manpower, Special Surveillance Equipment, vehicles and other infrastructure support. # In order to develop security infrastructure along the International Borders, the Government has sanctioned construction of fence, border roads, floodlights and additional Border Out Posts(BOPs) along the Indo-Pakistanand Indo-Bangladesh Border. The fence is also sanctioned in a small patch along the Indo-Myanmar Border. Further, construction of border roads has been sanctioned along the Indo-China, Indo-Nepal and Indo-Bhutan Border.
