Question : Impact of Chemical and Organic Fertilizers

(a) whether any study has been conducted by the Government regarding the impact of chemical and organic fertilizers on the agriculture production and if so, the details thereof;

(b) whether the Government proposes to set up center for distribution and sale of organic bio-fertilizers on the line of sales distribution centers set up for chemical fertilizers, if so, the details thereof;

(c) whether the Government has formulated any scheme to promote the use of bio-organic fertilizers, vermi compost and decompost; and

(d) if so, the details thereof?

(a) & (b): The Indian Council for Agriculture Research (ICAR) through Indian Institute of Soil Science (IISS) and All India Coordinated Research Projects(AICRPs) and Micro- and Secondary Nutrients and Pollutant Elements (MSNP) have studied the response of various major and micro nutrients applied through chemical fertilizers in different crops. Similarly, the Council has developed improved and efficient strains of bio-fertilizers specific to different crops and soil types under Network project on Soil Biodiversity- Bio-fertilizers.

On the lines of the sale of chemical fertilizers, retailers/traders, must obtain authorization from notified authority of State Government for sale of bio-fertilizers, as per provision of clause 8 of Fertilizer Control Order (FCO), 1985.

(c) & (d): Ministry of Agriculture & Farmers Welfare has also informed that under Capital Investment Subsidy Scheme (CISS), credit linked back ended subsidy is provided through National Bank for Agriculture and Rural Development (NABARD) @ 33% of total financial outlay subject to the maximum of Rs. 63 lakh/unit against Total Financial outlay (TFO) of Rs. 190.00 lakh for maximum capacity of 100 Ton Per Day (TPD) of Fruit & Vegetable Agro Composting Unit, while State and Central Government agencies are provided 100% assistance with maximum limit of Rs. 190.00 lakh. Moreover, for establishment of Bio-fertilizer/Bio-pesticide production units of 200 Ton Per Annum (TPA) capacity, 100% assistance is provided to State Government/Government Agencies up to a maximum limit of Rs. 160.00 lakh/unit. Similarly, for individuals/private agencies assistance up to 25% of cost limited to Rs. 40 lakh/unit as capital investment is provided through NABARD.

Input subsidy is provided under organic farming schemes for promoting use of bio and organic fertilizer Rs. 31,000/ha under Paramparagat Krishi Vikas Yjana (PKVY) and Rs. 32,000/ha under Mission Organic Value Chain Development for North Eastern Region (MOVDNER).
