Question : REGULATION OF PLACEMENT AGENCIES



(a) whether recent studies have shown that only about 10 per cent of all placement agencies are registered;

(b) if so, whether the Government contemplating steps to regulate them in order to ensure that children are not trafficked into labour; and

(c) if so, the details thereof?

(a) No such survey/study has been conducted by the Government of India at national level in the recent past.

(b) & (c) In order to safeguard the interest of job-seekers, Ministry of Labour & Employment issued guidelines on 30.10.2003 to the State Governments/ Union Territory Administrations to consider regulation of the functioning of Private Placement Agencies as per their local needs. A Tripartite Committee has been constituted on 31.10.2011 to examine the issue pertaining to private placement agencies & publishing of eye catching/ misleading advertisements for various kinds of job opportunities. Some State Governments/Union Territory Administrations have started registering the private placement agencies under Shops & Establishments Act of respective State.
