Question : Funds for Differently Abled in Tribal Areas

(a): Accessible India Campaign (Sugamya Bharat Abhiyan) has been launched as a nationwide flagship campaign for achieving universal accessibility for Persons with Disabilities (PwDs) and to create an enabling and barrier free environment with a focus on three key features, namely, (a) Accessibility of Built up Environment (b) Transport System Accessibility, and (c) Accessibility of Information & Communication Ecosystem.
(b) & (c): Accessible India Campaign has been recently launched in the month of December, 2015. List of Government buildings to be made accessible for PwDs received from various State Governments has been uploaded on website www.disabilityaffairs.gov.in under the link Accessible India Campaign. Government of Rajasthan has also sent list of government buildings and websites under Accessible India Campaign.
(d): One of the essential features of the Campaign is to conduct accessibility audit of government buildings, websites. For conducting accessibility audits, experienced access auditors have been empanelled.

(a) There is no separate allocation of funds specifically for differently abled and mentally retarded people in the hilly, tribal and far flung areas of the country. However as per the norms of allocation, Department is required to earmark at least 10% and 8% of the Gross Budgetary Support(GBS) from the Plan allocation, for the benefit of North eastern region (including Sikkim) and Tribal Sub Plan respectively.

(b) and (c) A statement indicating details of the release of funds under North East and Scheduled Tribe component is at Annexure I.

(d) Details given in the statement at Annexure II.
