Question : No-Fly List for Air Passengers

(a) whether the Government has proposed to bring a national no-fly list in view of the recent unruly incidents with the airlines;

(b) if so, the details thereof;

(c) whether the Government seeks to consult airlines while drafting the rules and regulations and if so, the details thereof;

(d) whether the Government is aware of unruly incidents of passengers reported from various airports in the country; and

(e) if so, the details thereof and the number of such incidents reported during the last three years, year-wise?

(a) & (b) Yes, Madam. Draft amendment to the Civil Aviation Requirements(CAR) Section - 3, Series M, Part IV titled handling of unruly/ disruptive passenger has a provision for airlines to develop "No Fly List".;

(c) The revised CAR was placed on DGCA''s website for inviting suggestions and objections from all stakeholders.;

(d) & (e) Yes, Madam. A total of 294 and 161 incidents took place in 2016 and 2017 respectively. DGCA has maintained data from 2016 onward only.
