(a) to (d): In order to make textile industry globally competitive, Government is implementing various policy initiatives and schemes to provide financial assistance and raw material to textile industry including handicraft sector. These include Technology Upgradation Fund Scheme (TUFS), Scheme for Development of Technical Textiles, Schemes for the Development of the Powerloom Sector, Scheme for Integrated Textile Parks (SITP), Integrated Skill Development Scheme (ISDS), Schemes for Development of Silk and Sericulture sectors, Baba Sahib Ambedkar Hastshilp Vikas Yojna, Design and Technology Upgradation Scheme, Marketing support and services scheme, Infrastructure and Technology Development Scheme, etc. The Government of India has recently notified the Amended Technology Upgradation Fund Scheme (A-TUFS) for promoting modernization and Technology upgradation in textile industry.
For the Handloom sector, government of India is implementing Yarn Supply scheme throughout the country to make available all types of yarn at Mill Gate Price to the eligible handloom weavers so as to facilitate regular supply of basic raw materials to the handloom sector and help utilize the full employment potential of the sector. In the Handicrafts Sector, Raw material depots are setup in the country under National Handicrafts Development Programme to make easy availability of quality and graded raw material to artisans/ enterpreneurs/ units at a reasonable rates. For the powerloom sector, a corpus fund for yarn Bank is provided under the Integrated Scheme for Powerloom Sector Development, to provide interest free corpus to set up Yarn Banks. So far, 13 Yarn Banks have been sanctioned and an amount of Rs. 6.872 crores has been released as Government Assistance.
The textile sector schemes facilitate the industry and private entrepreneurs in the setting up of new textiles units including textiles parks as well as expansion of the existing units which have potential for generating large employment opportunities in all states throughout the country. So far, 74 textile parks have been sanctioned under the SITP in all the States of the country with a total employment potential of 4.50 lakh persons and an investment potential of Rs. 30000 crores.
