Question : Piped Natural Gas Connections

(a) whether the Government is supplying/proposes to Supply natural gas to all the states of the
country through pipelines, if so, the State-wise details thereof including Maharashtra, West
Bengal and Rajasthan;
(b) whether the Government proposes to provide domestic and industrial piped gas in Ramtek
district of Maharashtra, various cities/districts of West Bengal, specially in the District of 24
Parganas and Dausa in Rajasthan during the next two years;
(c) if so, the details thereof and if not, the reasons therefor including the details of upcoming
schemes/ future projects proposed to be implemented; and
(d) whether any programme is being run by the Government for the use of other green fuels in
future, if so, the details thereof?

(a) Petroleum & Natural Gas Regulatory Board (PNGRB) is the authority to grant authorization
to the entities for the development of City Gas Distribution (CGD) network in Geographical
Areas (GAs) as per PNGRB Act, 2006. So far PNGRB has authorized 232 GAs for development
of CGD network across country up to 10th CGD Bidding Round covering more than 400
districts in the country in 27 States/Union Territories (UTs) including Maharashtra, West Bengal
and Rajasthan.
(b) To provide Piped Natural Gas (PNG) to domestic and industrial customers are part of the
development of CGD network. PNGRB has authorized Hindustan Petroleum Corporation
Limited (HPCL) for development of CGD networks in North 24 Pargana and South 24 Pargana
districts of West Bengal under 10th CGD bidding round. Ramtek district of Maharashtra and
Dausa in Rajasthan have not yet been authorized for development of CGD network.
(c) PNGRB identifies GAs for authorizing the development of CGD network in synchronization
with the development of natural gas pipeline connectivity, natural gas availability and technocommercial
viability.
(d) With respect to use of other green fuels in future, Government has launched a scheme of
Sustainable Alternative Towards Affordable Transportation (SATAT) on 1st October 2018 to
promote Compressed Bio-Gas (CBG) as an alternative and green transport fuel. SATAT
initiative envisages establishing 5000 Biogas plants across the country by the year 2023-24
whichmay generate approx. 15 Million Tonnes per annum of Biogas.
Also, Government has notified the ‘National Policy on Biofuels-2018’ on 04 June, 2018.
Government is adopting a multi-pronged approach to promote and encourage use of biofules by
blending ethanol in petrol through Ethanol Blended Petrol (EBP) Programme using ethanol
derived from multiple feedstock, development of Second Generation (2G) ethanol technologies
and its commercialization for augmenting ethanol production and blending biodiesel in diesel
through Biodiesel Blending Programme.
