Question : Revalidation Exams for Doctors

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether a number of cases of mistreatment/medical negligence by Doctors of Central Government Hospitals have been reported during the last three years;

(b) if so, the details thereof and the corrective measures taken by the Government to check such practices;

(c) whether the Government proposes to conduct revalidation exams for doctors holding MBBS and MD degrees every two years, in order to train them further to treat patients effectively; and

(d) if so, the details thereof and steps taken by the Government in this direction?

(a) & (b): As far as three Central Government Hospitals in Delhi i.e. Safdarjung Hospital, Dr. RML Hospital and Lady Hardinge Medical College & Associated Hospitals are concerned, 22 complaints of mistreatment/medical negligence by the Doctors were received by them during the last 03 years (since Jan. 2014 to till date December, 2016). However, in one case negligence was established by Delhi Medical Council (DMC) and the Hospital concerned has already filed an appeal before Medical Council of India (MCI) against the order of DMC.

These hospitals have a Public Grievance Redressal Mechanism in place. WHO patient safety checklist is strictly followed. Patients are managed according to standard treatment guidelines. All reports of investigations are validated by senior/experienced Doctors.

(c) & (d): There is no such proposal in the Ministry.
