Question : Dedicated Freight Corridor Project

(a) whether the Railways has identified the major challenges that are hindering the pace of the Dedicated Freight Corridor (DFC) project;

(b) if so, the details thereof; and

(c) the mechanism put in place to ensure the quality of works being undertaken by various contractors under the project?

(a) & (b): The Dedicated Freight Corridor Project is by and large progressing as per the scheduled timelines. However, some challenges affecting the progress include resistance/agitations by land losers and litigation in Land Acquisition, timely construction of Road over Bridges/Road under Bridges and shifting of utility by utility owners.
(c): Measures to ensure the quality of work being undertaken by various contractors under the project include:-
(i) Preparation of bid Documents in consultation with multilateral financing agencies providing for best international practices to be followed by Design Build Contractor regarding quality.
(ii) Appointment of Project Management Consultants/ Independent Consultants to monitor the progress and quality/ safety of work following best international practices.
(iii) Inspection by Dedicated Freight Corridor Corporation of India Ltd. (DFCCIL) Project teams for review of the quality of the works.
