Question : Self-Employment to Youths

a) whether the Government has developed a self-employment cell or proposes to formulate any action plan to provide support to the youth for self-employment;

b) if so, the details thereof along with the details of employment/self-employment provided through the said cell during the last three years and the current year, State/UT-wise;

c) whether the Government has fixed any target to provide financial assistance to States for successful implementation of the said scheme;

d) If so, the details of financial assistance sanctioned and utilised, State/ UT-wise during the said period;

e) whether the youth is likely to be provided loan besides training under the said scheme; and

f) if so, the details thereof and if not, the reasons therefor?

(a) to (f): Ministry of Labour & Employment has no proposal to establish self-employment cells. According to the Ministry of Rural Development a scheme for supporting the Banks for setting up Rural Self Employment Training Institute [RSETI] has been under implementation. So far, 585 RSETIs have been set up to train rural poor unemployed youths and support them to take up self- employment ventures by providing Bank credit. Since inception, the RSETIs have trained 20,87,837 youth, out of which, 13,62,557 candidates have been settled so far, through bank/self finance. For the Financial year 2015-16 a total of Rs.40.00 crore has been allocated for the RSETIs. The Ministry of Housing and Urban Poverty Alleviation has been implementing a Centrally Sponsored Scheme Swarna Jayanti Shahari Rozgar Yojana (SJSRY) since 1997. The Urban Women Self-help Programme (UWSP) component of SJSRY focused on providing assistance by way of subsidy to urban poor women for setting up gainful group enterprises with Self Help Group (SHG)-bank loan. This scheme has now been restructured into National Urban Livelihoods Mission (NULM) since September, 2013. The Employment through Skill Training & Placement (EST&P) component of NULM aims at providing skill training to urban poor so that they can set up self-employment ventures or secure salaried employment and the Self Employment Programme (SEP) component focuses on providing bank loan on reduced rate of interest to individuals/groups of urban poor for setting up gainful self- employment ventures/micro-enterprises. Government has taken various steps for generating employment in the country like encouraging private sector of economy, fast tracking various projects involving substantial investment and increasing public expenditure on schemes like Prime Minister’s Employment Generation Programme (PMEGP) run by Ministry of Micro, Small & Medium Enterprises.
