Question : Super Speciality Blocks in Medical Colleges

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government proposes to set up super speciality blocks in the medical colleges/hospitals across the country;

(b) if so, the details thereof indicating the medical colleges/hospitals identified and funds provided for the purpose during each of the last three years and the current year, State/UT-wise including Kerala and Rajasthan;

(c) whether the Government has received the Detailed Project Report (DPR) pertains to Kota, Udaipur and Bikaner Medical Colleges also, if so, the details thereof; and

(d) the time by which the construction works are likely to be started by the Hospital Services Consultancy Corporation (HSCC) and the methodology to be adopted for the functioning of these super speciality blocks along with the details of specialists to be made available for these Speciality Blocks?

(a) & (b): The Government under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) has decided to upgrade various existing Government Medical Colleges/Institutes. At present, 58 Government Medical Colleges/Institutes (GMC/Is) across 21 States have been approved for up-gradation under the Scheme in various phases i.e. Phase-1: up-gradation of 13 existing GMC/Is, Phase-II: up-gradation of 6 existing GMC/Is, Phase-III: up-gradation of 39 GMC/Is. Details of which are at Annexure-I. The up-gradation involves construction of Trauma Centres and /or Super Specialty Blocks as Centres of Excellence in areas like Oncology, Nephrology, Endocrinology, Cardiology, CTVS, Neurology, Neurosurgery, Paediatric Surgery, ENT, Orthopaedics and Burns & Plastic etc. and also procurement and installation of medical equipment and services,

Details of funds provided for the purpose are at Annexure-II.

(c): The Detailed Project Report (DPR) pertaining to Government Medical College, Kota, RNT Medical College, Udaipur and SP Medical College, Bikaner received through the State Government were examined/evaluated by the Technical Committee and DPR for civil works approved by the Competent Authority in this Ministry. The civil work in respect of these three colleges has also been awarded by Executing Agency i.e. HSCC

(d): The notification of Award of works for the construction of Super Speciality Blocks at Government Medical College, Kota, RNT Medical College, Udaipur and SP Medical College, Bikaner have been issued. The works have already commenced at SP Medical College, Bikaner and Government Medical College, Kota while the contractor who has been awarded the work is in the process of mobilizing resources at RNT Medical College, Udaipur. After completion of up-gradation work of these Government Medical Colleges (GMCs), these GMCs would be handed over to respective State Government. Provision of manpower for operationalizing and running of the upgraded facilities is the responsibility of the respective State Government.
